    "content": "Madam Temporary Deputy Speaker, hon. Mututho referred to short term crops that can be grown within a very short time. Sometimes they are referred to us as orphan crops. The seeds of such crops should be supplied at this time, so that these orphan crops can be harvested within the shortest time possible. This Committee should also look into the question of food banks. The whole question of management of food in Kenya is centralized. I cannot see the reason why we cannot harvest food in the villages and have food banks there. All the food does not need to come to the Cereals and National Produce Board (NCPB) and managed by the Central Government. So, these food banks can also help in terms of bumper harvest, the communities can keep that food in the food banks. During the hard times, the same food can be purchased by the same communities."
