What we need is for this House and the National Assembly to have a joint approach to health financing in general. Before I left the Ministry, I had proposed and the Cabinet had passed my Cabinet Memo that we turn the 22 heavy volume hospitals into referral facilities and have a corporation that will bring in funds specifically to run the 22 referral facilities. That thing was shot down by the Committee for the Implementation of the Constitution but it is not late. If we come up with a proposal to look at health financing in general because health is now a county affair, we have tremendous information and ideas on how this can be done. This will only be part of the solution and not the whole solution."
