If you read Standing Order No.88(1), it says:- “It shall be out of order to anticipate the debate of a Bill which has been published as such in the Gazette by discussion upon a substantive Motion or an amendment or by raising the subject matter of the Bill upon a Motion for the Adjournment of the Senate.” Mr. Chairman, Sir, Sen. Sang did not discuss by way of a substantive Motion, neither by way of amendment nor by raising the subject matter of a Bill upon a Motion of The electronic version of the Senate Hansard Report is for information purposes only.
