    "content": "Mr. Chairman, Sir, I stand to oppose this amendment by my good friend, Sen. Mutula Kilonzo Jnr. If we are only talking about issues of the Commission on Revenue Allocation (CRA) giving recommendations and yet we cannot give them more powers, then we are usurping our own powers. We are stifling the county assemblies and the county executive. Unless there is a further amendment on this, I strongly oppose the amendment."
