    "content": "Mr. Chairman, Sir, mine is a small point drawn from the experience that I have had in the last two or three weeks in Bomet County. Mr. Chairman, Sir, there has been an attempt by the Controller of Budget to resolve the dispute that exists in Bomet County, in order to pacify the county assembly and the executive. I want to suggest an amendment in the next stage of this process where it is the Controller of Budget who should be empowered to participate in the setting of the ceilings rather than the Commission on Revenue Allocation (CRA).
