    "content": "Mr. Temporary Deputy Speaker, Sir, I want to take you some years back, and not necessarily 2007, where you could have two competing interests. For example, we may have person A and person B going for the same seat, and the opinion polls continuously predict that Person A would win the polls by a landslide or wider margin. Later on when the elections are done, you find that the person who was being seen as the loser ends up being the winner. The first reaction that would come from the public is that the election has been rigged. These are the kinds of things that we want to remove and make sure that all polls conducted in Kenya adhere strictly to the rule of law and are conducted in a scientific manner that can stand the test of time. In political competition, the main method of expressing support is casting a vote. In a democratic political market, citizens must make decisions that best serve their interests and the quality of available information critically relating to the quality of the decisions that they take. You are well aware that poor decisions sometimes would result from poor information and the opposite is also true. So, better information produces better decisions, as long as all other factors remain constant."
