    "content": "There are quite a number of things that came to my mind when I came up with this Motion. Sometimes when there are glaring imperfections in production and dissemination of political information, there will be need for Government intervention in form of regulation. The Government clearly has a role to play in regulating political information in the political market place to serve individuals’ private interests as well as the public interests. In other jurisdictions, a study which was conducted in 1997 and commissioned in the international polling organizations found that 30 out of 78 countries had some kind of embargo concerning publication prior to elections day. The Council of Europe, for example, with its member states has discussed the need to harmonize national legislation about election polls. In 1999, the Council of Europe issued some recommendations concerning media coverage of opinion polls. This included that any opinion polls conducted must name the political party, other organization or person who commissioned and paid for that poll. There was also need to identify the organization conducting the polls and especially, the methodology used to conduct these polls. There was importance in indicating the sample size as well as the margin of error. Also, the dates and the period when the poll was conducted were important, so that they could be clear to everybody."
