"content": "Kenyans wanted was to bring the services closer to them and decision making to also be done by them. We have heard one year and we all have our experiences. We have a situation where county governments are in place, we have funds going to the counties, but what we had been complaining of at the centre is actually now happening at the counties. We have had the Executive at the national level making decisions without consulting the ground. Now we have brought the funds and a government at the county level, but for the last one year, what we have experienced is a situation which might even be worse than the national Government. At least, the national Government has been giving its Printed Estimates. We have cases where you cannot even access the budget that the Governor is implementing. It has become a secret weapon.
