    "content": "Mr. Temporary Deputy Speaker, Sir, let me start by saying that what we are doing by discussing this Motion especially, is that we are now starting to grow and effect the Constitution. We are starting to grapple with issues which will determine which direction the constitutionalism in this country takes root. This Motion touches very directly on certain fundamental rights and freedoms enshrined in the Constitution which, for the record, I wish to bring to the attention of the House."
