    "content": "I want to urge that in the interest of fairness and justice, every other county that will not satisfy the threshold that has been set by this committee should also suffer the same fate. I hope that eventually, after compliance, this House will make sure that it protects the counties. I also urge that we do everything that we can, under your leadership, to ensure that this impasse is resolved urgently and that there will be no suffering at the county level."
