    "content": "Thank you, Mr. Deputy Speaker, Sir. I stand to support this very important Motion as a member of the Sen. (Dr.) Khalwale’s Committee and as a person who has been around for some time. There used to be institutions in this country called cooperative societies. Many parts of this country prospered because of them. However, somewhere along the way, members of the management committees discovered that if the cooperatives were paid Kshs30 million, they could write themselves a Kshs5 million cheque, cash it and go home and nothing happened to them.
