    "content": "Mr. Chairperson, Sir, I support the amendment on constitutional grounds. I think it is Article 2 of the Constitution which says that Kenya shall always be a multiparty democracy and it imposes on the State the duty to promote multiparty democracy in this country. So, this Bill is in support of that spirit in the Constitution for supporting multiparty democracy. Secondly, Article 38 of the Constitution makes it a fundamental human right to be a Member of a political party. So, it is for the State to make political parties available for Kenyans to be able to enjoy that right under Article 38. It is in that spirit that I support this amendment. Sen. Wako could correct me, sometimes the word “or” in law also means “and”. I would like to confirm that that is the meaning on Page 217, the last sentence on sub- paragraph 2(iv). The “or” there means “and,” because part (b) does not make sense unless that “or” is understood."
