    "content": "I am so clear in my choice of words as, indeed, I always am. I would just urge the Committee to comply with the directions that I had earlier made. I am conscious that I directed the Committee to hold a meeting. After the meeting, in that Communication, I said it should report to the Liaison Committee. As I speak this afternoon, I have not received a report from the Liaison Committee. So, obviously, the implementation of the Constitution in so far as passage of relevant Bills by the House is concerned, is being delayed. So, I am saying that we will refer this matter to the CIOC to expedite the process of the House in enacting that Bill. I am not saying that we will not refer other business that may come hereafter to the Departmental Committee on Justice and Legal Affairs. I wish to be clear on this one and I hope I am heard. I thank you."
