    "content": "Now, hon. Wamalwa, I do think the Chair deals with the Executive and knows where they want to place departments. That is a matter that can be taken up with the Executive to place various dockets where they belong. Hon. Members I think this next Petition is of interest to all of us here; it will be in order that we listen carefully. This is conveyance of a Petition by the residents of Rongai and Emgwen constituencies. Hon. Members, Standing Order No.225 (2) (b) requires that the Speaker reports to the House any petition other than those presented through a Member. Further Standing Order 258, requires that the Speaker reports to the House any matter brought to his or her attention regarding alleged absence of Members of the National Assembly without the permission of the Speaker. This particular Standing Order gives effect to the provisions of Article 103 of the Constitution. It states that if during any session a Member is absent from eight sittings of the National Assembly without permission in writing from the Speaker, the Speaker shall report the matter to the National Assembly and the matter shall be referred to the Committee on Powers and Privileges for hearing and determination.
