    "content": "Hon. Temporary Deputy Speaker, I rise to support this Bill although I have got some issues with the Treasury. The Treasury has really invaded our budget and I can tell you for sure that from November we will not have Committees and mileage claims. This is because they have invaded our budget. However, this Bill is organized and it deals with matters that could be of concern to us. For example, it has harmonized the VAT matters which were causing problems in the country to the extent that some politicians wanted to raise a referendum on VAT. I believe that now that this has been solved and harmonized, that aspect of the referendum will dissipate. There is one aspect of this Bill which is not coming out clearly. If tax revenues are raised throughout the country, then counties that raise tax revenue should be given 10 per cent of it.
