    "content": "Chairlady, you know of the discretion of the courts to give or deny bail. We are just merely providing for discretion, but it is still subject to the Constitution; it will still be subject to Articles 24, and 49. Secondly, as hon. Ng’ongo may be aware, one of the laws that must be passed by the 27th of this month is the rights of persons detained in prison or who are in custody. That is going to be defined in that particular law. So, hon. Ng’ongo should hold his horses until we bring that particular law; he will find that all his fears will be assuaged in that Bill. He will, therefore, have no reason to have any fear. In fact after my remarks, I am sure he will abandon his opposition and support what the Committee is proposing."
