    "content": "Thank you, hon. Chairlady. I rise to oppose this amendment. When you say that 61 per cent should be owned by Kenyans, I totally agree that we have a responsibility to protect the local interest; but when we give 61 per cent to locals, we are trying to have a very high benchmark in terms of how investments ought to be handled. There is no guarantee that when we do what this amendment suggests, the youths of this country will benefit. We know there is a kind of a silent monopoly that exists, and this percentage will go to a few individuals. Therefore, unless we are fully assured that this will have a direct impact on and benefit to the youth of this country, I oppose."
