Without anticipating debate, I would like to say that you cannot read that amendment without reading the one following it. The amendment is giving clarity on how the sharing of this revenue is going to be done between the Kenya Airports Authority and the Kenya Civil Aviation Authority. It does not leave it to the Cabinet Secretary to decide."
