"content": "Mr. Speaker, Sir, I would like to thank the Assistant Minister for his half baked answer. However, Article 35 of our Constitution provides for access to information. It reads that:- â1. Every citizen has the right of access to- (a) Information held by the Stateâ. I would like to table a letter from the Ministry of Justice, National Cohesion and Constitutional Affairs dated 2nd February, 2011, which is addressed to the Ministry of State for Provincial Administration and Internal Security informing them that they are the ones who should answer my Question and table the report."
