Temporary Deputy Chairman, I am proposing to amend Section 48 of the Anti-Corruption and Economic Crimes Act, 2003 by inserting the following new Sub-section immediately after Sub-section (1): “(a) Notwithstanding Sub-section 1 above, a person convicted of an offence under Part (a) when the act or omission constituting the offence occasion a monetary loss to the Government of between Kshs100 million and Kshs1 billion, the person shall be liable to life imprisonment and, (b) Where the act or omission constituting the offence occasion a monetary loss to the Government of more than Kshs1billion, the person shall be liable to be sentenced to death.”"
