    "content": "Hon. Temporary Deputy Chairman, I want to really oppose that amendment. It is very retrogressive. Actually, I think it is unconstitutional. This is because our Constitution allows for capital punishment such as life sentence and I do not think it allows for killing or taking away somebody’s life. As it is, I actually do not know even how the Speaker approved this amendment."
