Temporary Deputy Chairman, I beg to move:- THAT, the Bill be amended in the Schedule in the proposed amendment to the National Land Commission Act, 2012 (No. 5 of 2012) by deleting the expression “one other member of the Commission ” in the proposed amendment to section 24 and substituting therefor the expression “ Secretary to the Commission ”. There is an ambiguity here because the Chair of the Commission can decide to appoint his crony to be authenticating for him. Therefore, we must have a definite person who will be authenticating with the Chair of the Commission. That is why I propose the Secretary of the Commission, who is the Chief Executive Officer. That is the import of the whole matter."
