Publicise it well, so that Members can come and interact with the Cabinet Secretary. You cannot talk of the incompetence of a Committee. The Committee is composed of legislators like yourselves. They are not the implementers. They are not the Executive, and so they cannot give an undertaking which they cannot carry through."
