    "content": "Hon. Deputy Speaker, I rise to seek a clarification from the Chair. We have constituencies along Mombasa-Nairobi road where we have black spots that are very notorious. For example, in Rabai, we have a black spot at Bonje, Rabai and Kaloleni. Does the Government have any plans to construct Level 5 hospitals in those constituencies that are accident-prone? Could the Chair tell us whether the Government has plans to put up Level 5 hospitals in accident-prone areas? I am told even Voi is a black spot. What plans does the Government have to put up Level 5 hospitals?"
