It is on the Committee and those who support it. I know as a matter of fact that for you to get this thing approved, you need at least a minimum of 24 delegations supporting it. If you do not have 24 delegations supporting it or you suspect you may not have, you do not adjourn. Why should we suffer because you cannot raise the numbers?"
