"content": "I will give you example of Bills that are being frustrated. We had the National AIDS Control Council Bill, the Victim Protection Bill and right now, as a Committee we are discussing Access to Information Bill. When we were in the process of pre- publication discussion of this Bill, we got a letter from the Office of the Cabinet Secretary and the Kenya Law Reform Commission advising us that this matter has been taken over by the Cabinet. The concern here is that the initiatives by Members of Parliament are good and we are actually doing what the Constitution mandates us to do. However, when the Executive comes, some of us are of the view that matters, for example, Access to Information Bill--- This is a matter that has been pending in this country for nearly ten years. When a Member takes initiative, puts his or her resources - I commend hon. Nyokabi for this - and then the Executive comes in to say that, that effort should be shelved, really, we need guidance from the House. When we have parallel efforts like these where the House does what it is constitutionally mandated to do and the Executive also goes through a parallel programme, where do we stand as a House and how does it help us in doing our constitutional function of making laws?"
