    "content": "we have not seen any prudent spending by the county governments. If anything, corruption now has already been devolved and we should be thinking of how to curb corruption at that level. Even if we increased the allocations to the county governments, do they have the capacity to absorb? Do they have the prudence to spend? Are they making concerted efforts to enhance their own ways of raising revenue and disclosing such revenue? These are the issues that make us come up with more legislation, for example, the creation of the County Development Service Board. Through these boards we can sit together and see the manner in which the county governments are spending the revenue allocated to them."
