    "content": "It is true that counties require more funds. We need to devolve funds to the counties, but it is equally important to insist that monies that go to the counties are well spent. We need to enforce and support the Ethics and Anti-Corruption Commission. We need to urge them to put their ears on the ground and look closely at the activities going on in the counties. We want to ask our governors to use money prudently and apply funds across the board. Of course, there are governors who will get these allocations and then instead of spreading them out to every constituency"
