"content": "Hon. Temporary Deputy Speaker, the Commission on Revenue Allocation (CRA) has a constitutional mandate to make recommendations on caps. This is in our Constitution and you cannot take them to court. This is in the document that they passed. The CRA can even say that they will not do anything but it is given that mandate in respect to how county governments spend money. So, we want to have all these things working without irritating ourselves. Times when demagoguery was the in thing in politics is gone. We have a constitutional way of how to change things that we do not like. Let us talk about it and let us imagine our country 100 years from today. But I can tell you that it will go with some of us because the numbers are simply too many and there is too much government in the lives of our people. We must do something about it because we have a responsibility which is of a constitutional nature. We want even Parliament to be open. We want Kenyans to know how much Midiwo costs them per year. Do they want that or do they want a hospital? Some of us will lose and we must accept that because it happens to mankind."
