It is a fact and we know it in this House that if only the Chairman of the PAC had tabled the audited accounts for the year 2012/2013, this House would have debated, adopted them and next year, maybe, we can base the 43 per cent or 45 per cent or even 60 per cent. They are forgetting that it is only the Jubilee Manifesto that spoke of not less than 40 per cent of funds going to counties."
