    "content": "money. Any kiosk can do that anywhere. So, it does not surprise me that this is expected of them. But the biggest surprise is that they complain as though they do not want to account for the money that has been allocated to them. They better be informed that this is an expectation and it is part of accountability. It is part of transparency and all governors should account for the money that is given to them. Finally, there is so much noise over the money at the county being misused. The newspaper is full of reports of money being misused. You will see some counties spending a lot and doing a lot within a short time while others are lagging behind. Machakos County is doing well and it is always in the news. It has done this and that. That county has bought ambulances. How do they get money very quickly while others do not? Where do they get money to use very quickly while others are lagging behind and do not spend a single cent? They keep complaining that money arrives late."
