    "content": "In my view, the poverty index should be given a higher percentage. That is because if you look at a place like Kakamega, you will find that a lot of money has been set aside for rural electrification, loans and grants. However, you will realize that any time there is a problem of drought and food shortage in the country, Kakamega does not feature anywhere. It is not that I am against that county as such but I am against the parameter that has been used. I think the poverty index should be given the highest percentage because that is what determines the standard of living of our people at the county level."
