    "content": "For example, right now, we know that allocations have been done in Kisumu County. We know that there are very many roads, classrooms and other things which are supposed to be done. However, before they give us the budget for next year, we have to go through it to make sure that whatever was budgeted for and allocations made should have been completed. If it is not completed, the county government should tell the county citizens: “We were not able to do this project because for this reason. This is the money that was allocated for this and it has been put in a reserve.” To me, that is the right way to go."
