"content": "So, let people concentrate on what is of importance. Let the people who are given various responsibilities respond because, as far as I know, the question of responsibility is the ability to respond. So, let us respond to issues as it is stipulated here. I also like the idea of having the ceiling so that the money that has been devolved to the counties is not money that has been devolved so that people can go for travels and meetings. It should really be money that is devolved to undertake serious development. However, most of those resources that are devolved go the Members of the County Assemblies (MCAs). So, at the end of the day, most of the resources are going for the wrong priorities and are not supporting the purpose for which that money was given."
