    "content": "Hon. Wanjiku, I think you could actually raise a substantive Motion here if, indeed, the Ministry appears to be dragging its feet. It is an important matter that the House should express itself on. I would advise you go that route since there is no resolution of the House; indeed, move for the adoption of the report which was tabled by the Departmental Committee on Education, Research and Technology; once it is adopted then it will become a resolution of the House. I think you should move for the adoption of that report."
