    "content": "Hon. Chairlady, allow us to ventilate on this. This is the National Assembly of the Republic of Kenya. We were here in a kamukunji. If the leaders thought that there was something which is good for Kenyans in amending a simple Act for which we have not had the basis of investigating and debating, we should have heard them in the kamukunji and they would have convinced us that it is in the interest of Kenyans that that amendment is withdrawn. This is because from where I sit and from Ruaraka, that amendment was the best thing for Ruarakans . When you amend the Public Finance Management (PFM) Act and Members do not have a say in that amendment and you give us what lawyers call fait accompli, how then can we discharge our duty under Article 95?"
