Charlady, even though it is in order to have semblance of order in the county governments, by withdrawing that amendment, we have basically given the Senate a carte blanche to be able to very casually change the PFM Act with very serious ramifications. Hon. Chairlady, with a very heavy heart, I must express my disgust at what has happened but, ultimately, we must not be seen to be muzzling the county governments. Thank you."
