    "content": "Hon. Speaker, it is a way to start and I must support it. However, I think there is need to be thinking around it. There is need to develop a socio-economic policy to deal with areas such as the places I represent and the rural areas to understand where these problems are. After that policy is developed we can come with legislation like this. This is because I fear that this Bill is before us without a Government policy or Sessional Paper to explain it."
