Temporary Deputy Speaker, this Motion is borne out of a very simple fact that the use of motorcycles is becoming a major means of transport for more than 50 per cent of the Kenya population. It is, therefore, important that we ensure the use of this means of transport is not only feasible or safe, but effective, so that those who ply using the motorcycles are well protected, provided for and well regulated.
