    "content": "Thank you, hon. Speaker. Recently, we heard an executive order from the President where County Commissioners were given powers and we know very well that security is not a devolved matter; it is for the National Government. We also know that area is bordering with Somalia and two years ago, some officers who were issuing Identification Cards (IDs) were abducted by Al Shabaab . Knowing that kind of history, why did it take the Government so long to take that matter seriously and post officers? I will ask the Chairman to tell the Government that they should do that immediately because of security risks."
