    "content": "Madam Temporary Deputy Speaker, I was a Member of the Parliamentary Select Committee on the Constitution Review. We went to Naivasha and worked on a formula. We looked at the scenarios and agreed on the number of constituencies to be created. For the case of Turkana County, we were entitled to eight constituencies. However, Mr. Ligale somehow believes that because Turkanas have never had representation, getting double is more than their rightful share. This is a mathematical formula and there are no two ways about it. I will not be in this House, in this day and hour, to be part of a conspiracy against certain segments of our population."
