    "content": "It is not right to tell the world and the Kenyan people who overwhelmingly passed this Constitution that the Departmental Committee on Justice and Legal Affairs is in the Intensive Care Unit (ICU) or in the High Dependency Unity (HDU) and is completely unable to scrutinize a Bill as important as the Independent Electoral and Boundaries Commission Bill. It is a serious indictment. I do not think there is anyone in this country; not even the President, the Prime Minister nor the Speaker who should be giving space for an anomaly and a contravention of the spirit of the Kenyan people to be perpetuated."
