    "content": "In agriculture, my constituency had a lot of problems when we were trying to distribute fertilizers. There is also a problem in water. So, the basic thing is that we must go back and start to plan devolution. The Constitution itself provides that if there is a problem with a function, it can be moved up and down in accordance with Article 187. The Committee on Health brought a report to this House that was adopted. It indicated what to do when you want to move functions up and down. Where is the Implementation Committee of this House to take up those suggestions and implement them?"
