    "content": "Hon. Speaker, as you know, when this Bill was first referred to the Committee for pre-publication scrutiny, we considered it; in fact, we rejected it. Thereafter, it was published and it never came back to our Committee. If it had come back to our Committee, we would then have invited the public to give us memoranda. We would have heard the views of the public and known what they thought about the Bill. As it is right now, we have no idea about it."
