    "content": "I had started moving this Motion and told our Members, or the honourable House, that arising from complaints from the public on the issue of this tender by Safaricom, the Committee, in exercising its oversight role or mandate, held a sitting with the Ministry of Interior and Coordination of National Government on Thursday, 5th June, 2014 during which the Committee sought details on the proposed procurement. The Committee sought to establish whether the threshold for direct procurement, as provided for by the Public Procurement and Disposal Act, had been attained, and whether the project offered value for money to taxpayers."
