    "content": "The need to get technical information on the safety and suitability of the proposed surveillance system saw the Committee meet officials from the Communications Authority of Kenya as well as independent communication experts. It came to the attention of the Committee that the Communications Authority of Kenya had an on-going court case with Tetra Radio Ltd., a company that won a licence to provide communication system for the police service in 2002. The licence was cancelled and this led to the on-going court case. Tetra Radio Ltd. appeared before the Committee and stated their case. They explained the nature of the court case with the Communication Authority of Kenya, and their legal option should the authority propose that the system be set up by Safaricom Ltd.
