Speaker, during the meetings, it emerged that the procurement entity, which is the Ministry of Interior and Coordination of National Government, arrived at the decision to procure directly from Safaricom Ltd. due to protracted nature of the previous tenders for police communication and surveillance system, as well as the need to urgently set up the system to address the runaway insecurity in our country. The network to be used in the proposed system would be built by Safaricom Limited and handed over to the National Police Service for use."
