    "content": "Hon. Speaker, given the facts above, the Committee did not find any ulterior motive in the choice of Safaricom to implement this project. The company has the requisite financial capability and the experience in providing a telecommunication network and infrastructure in the entire country. Given the urgency and the precarious security situation in the country, Safaricom was the most appropriate entity to implement the project. The Committee was also satisfied that due diligence was carried out, and that the procurement process was above board, and all the necessary stakeholders were consulted."
