Member in order to mislead the House that the report does not mention anything about the expansion of this project countrywide, whereas in 5.2, it is indicated that the project should be expanded to cover the rest of the country as soon as it is practicable or possible. There is also another area that even indicates the amount of money that will be required to roll it out. It is indicated in the report that Kshs.21billion will be needed to do that job. So, I wonder why he is saying that it is limited to Nairobi and Mombasa only. Everybody knows we do not have the finances to roll it out at once."
