    "content": "The other reason we wanted to know is why Safaricom and not any other telecommunication network go the tender. There were three reasons which we were given. The first reason is its ability to provide for the specification of the system in a timely manner. I must mention to this House that we do not have so many telecommunication companies in this country. Even if we have them, how many have the power and know-how to give that new technology?"
